Mike Kell is a 38-year veteran of the IT industry. He is a veteran of the US Army as a Signal Officer and is currently the Technical Director for General Dynamics Information Technology’s business area focusing on the Department of Defense support to overseas commands.

Mike is an experienced leader as both a Program Manager and commanding at the company and battalion levels. He was the Program Manager for two large Indefinite Delivery, Indefinite Quantity (IDIQ) programs while at GDIT. He commanded a tactical signal company in the 3rd Infantry Division and a strategic signal battalion where he was the Director of Information Management for the US Army in Bavaria, Germany. He has led teams of over 500 personnel supporting 1.2 million subscribers globally with a budget of over $500 million.

He is a trained strategic planner in IT Service Management, Cybersecurity and application deployments. He is a solution architect adept at translating user requirements into hard technological requirements which can be addressed by existing company resources designed to exceed historical metrics.

He holds a Master’s of Science in Strategic Studies which concentrates on the national strategic strategies of the United States and how to analyze the global strategic environment and apply elements of power to gain desired end states. He also holds a Master of Arts in Telecommunications Management which concentrated on the business administration of telecommunications offerings. Following 9/11/2001, he planned over 110 different IT deployments on six continents in less than 20 months. He was also responsible for the future requirement development of the US Army networks and cyberspace operations.

Mike also has a long history of engineering complex multi-vendor networks. He was the Chief Engineer for US Central Command in 2003-2004 and was responsible for architecting and designing the transition of Coalition forces transition onto commercial capabilities from tactical communications networks in Iraq and Afghanistan. He was instrumental in developing organizational and systems architectures for the US Army tactical formations in the mid-1990s as it transformed from circuit-based voice networks to mobile IP and packet-based networks. Early in his career he also was a test and evaluation engineer on systems that moved the Department of Defense from analog circuit switches to digital switches and radios.

He has many years of supervising IT operations covering everything from small local networks to globally interconnected networks with a million subscribers. He was the director of operations for the US Governments rapid reaction IT Brigade from 2000 to 2003. He coordinated the support of 110 missions ranging from single person supporting high-level dignitaries to the full US Central Command Forward headquarters with full capability packages including transmission; routing; voice, data, and video services; and facilities. He holds an ITIL Foundations (2011) certification.

Mike is an experienced Chief Information Security Officer acting in that capacity for the US Army in Europe. He managed the Information Assurance Program which includes establishing architectures, developing and implementing policy, tools, and techniques to protect information systems, data, and voice networks to include wireless networks across the European theater and in support of deployed forces. His division provided computer network defense training, vulnerability assessments, conduct security testing of networks and information systems, ensure accreditation of systems, supported exercises, and aided IA professionals to ensure proactive and corrective measures are implemented for information security. He holds an (ISC)2 CISSP
